Charging President Donald Trump was never an option, said Special Counsel Robert Mueller, in his first public comments on the investigation. He emphasized, several times, that charging a sitting president was not allowed, citing Justice Department guidelines that prohibit charging a sitting president. He also noted that other means are available via Congress (although he didn’t explicitly mention the term “impeachment”).
